Ice Warriors for Third
Gattiss said that the Ice Warriors are third
Ice Warriors have featured in 7 stories, the Sontarans 6 in a main role
Ice Warriors are older, and in terms of recurring monsters they are the third recurring monster to be introduced (sort off)
Sontarans for Third
The Sontarans have featured throughout the show and not just in certain eras
Sontarans have appeared in more appearances in terms of cameos
The show seems to think the Sontarans are third. The 6th Doctor said "Daleks, Sontarans, Cybermen there in the nursery compared to us" + Russel T Davies introduced the Sontarans third too and didn't introduce the Ice Warriors in his time in the show.
So it is up to you to decide. Who is third?
