Contary to previous articles my thoughts are here too. As more details arrive my opinions will be removed.
Everything italics is pure speculation and rumour
Regular Cast
13th Doctor - TBD (Male 30's)
New Female Companion
Jack Harkness
The Rumour for this one is that the BBC want to return to the old David Tennant format of a young Doctor. This means that the chance of a female Doctor is low. This can also be seen through a report that a parent rang the BBC because they feared that a gender change for the Time Lord would confuse his daughter. The BBC Helpline officer replied that there were no plans for a female Doctor. In my opinion this is because they are holding on to this idea to boost the ratings if Chibnall's series fails in that department.
Secondly a new companion is speculated which probably means they won't a clean slate. This is what Moffat wanted to do so some would see this as a waste of the two new companions, Bill and Nardole. My belief is that these two characters will leave in the series finale of series 10, so that the Christmas Special is focused on Capaldi.
John Barrowman has also wanted to return. It is believed that he and Moffat have fallen out about Jack's return to Doctor Who. Barrowman has stated that Chibnall has written a lot for Jack in the past so his return could be seen soon. The rumour for Jack's return was last seen for the 2016 Christmas Special but the companion for that episode was Nardole.
It is also rumoured that Chibnall will be quite different to Davies and Moffat but I believe he will be similar to Davies as both like to write for characters you care about. He may also have a TARDIS team like Dinosaurs on a Spaceship...
Enemies
?
A lot of new monsters
Probably expect the Daleks because of the unconfirmed but obviously true contractually obligated return for the monsters. It has also been stated that Chibnall wants to have a lot more new monsters and doesn't want to rely on the old favourites. Hinchcliffe also had this view and he is seen as the most successful showrunner in a lot of Whovians' eyes.

Writers
Mark Gattis originally stated that he would like to return but now says that he has no plans to and his script for Series 10 certainly seems to have everything he likes in it (Victorians and Ice Warriors) which could mean it is his swansong. I believe this is because Chibnall wants the show to be new and his writing room style of writing which is rumoured might not want to have the shadow of Moffat with them, which unfortunately is Gattis because he had a large involvement with Moffat's time on the show.
Certain writers have experessed their views:
Mark Gatiss: “I think Chris [Chibnall] has got an entirely new writing team. I don’t think anyone knows any details, which is kind of exciting!”
Phil Ford: “Obviously, I would jump at doing more Doctor Who.”
Catherine Tregenna: “I would absolutely love to get involved again. It was, and still is, a great experience. I’d definitely write [an episode] again… if they’d have me back!”
Neil Gaiman: “Now I’m just sort of hoping that I can get one done while Peter Capaldi is still the Doctor, because it would be a very sad thing if I lost my chance to write for a grumpy, Scottish Doctor.”
Gareth Roberts: “I’d love to see William Russell back [as Ian Chesterton] in the show! That’s so rich and so fertile for someone to do. You’d have to explain it enough so that everyone would get it.”
Neil Cross: “There’s a whole bunch of stuff I want to do.”
