I thought we were in for a treat when 10 characters returned for The Force Awakens last year but for Rogue One we had 21. We were promised 4 (Mon Mothma, Darth Vader, Bail Organa and Saw Gerrera) but I never expected this amount. He is a list of the characters and what their appearance means for them. The appearances of the characters are given in brackets.
1. Grand Moff Tarkin (CW3&5,III,R1&3,RO,IV) - Tarkin is in charge of the Death Star in A New Hope so we would have expected to have seen him here in Rogue One. It is implied in Revenge of the Sith that Tarkin is in charge of the Death Star from the very beginning but Rogue One and it's prequel book Cataylist shows that at some point Krennic takes over. Krennic is removed from his position in this film and Tarkin is put back in charge. I think Krennic being in charge of the Death Star for the period of time that he was was only for movie purposes. Tarkin not being in charge of the Death Star is probably due to the amount of Rebel insurgencies that he would have to have dealt with in the Outer Rim Territories as he is also Governor of them. We see him acting as Governor of the Outer Rim during Rebels.
2. Saw Gerrera (CW5,RO,R3) - Saw hasn't been seen since the Onderon Arc finished in The Clone Wars. Now we know that Saw has continued his rebellious nature that started during the Onderon civil war where he was trained by the future Darth Vader, Anakin Skywalker. Saw is a sort of grey rebel where he commits actions of terrorism that the Rebel Alliance do not want to see themselves be part off. Saw dies in Rogue One where DeJedha is destroyed by the Death Star. Saw is scheduled to appear in an episode of Rebels set on Geonosis which is where the Death Star is first constructed, as seen in Attack of the Clones and Revenge of the Sith.
3. Mon Mothma (CW2-6,III,VI) - Mon Mothma is the leader of the Alliance council in Return of the Jedi and one of the founding members of the Rebel Alliance as shown in Revenge of the Sith so it would have made sense for her to be present during the meeting on how to destroy the Death Star. Mon Mothma's appearance in Rogue One indicates that she is an active leader before we see her in Return of the Jedi. Where she is in A New Hope is implied as she is about to leave Yavin in her final scene but it is unclear why. Perhaps to warn her people of the Death Star.
4. Darth Vader (I,II,CWF,CW1-L,III,R1-2,RO,IV,V,VI) - Darth Vader is the major villain in the original trilogy so it is expected to see him here. We know from A New Hope that Vader is in charge of getting the Death Star plans back. We see him deciding to take on this mission in Rogue One. He also takes part in the Battle of Scarif and sees the plans being taken aboard the Tantive IV, which is the ship he boards at the beginning of A New Hope. Rogue One also shows us Vader's castle which is located on Mustafar. This ties in with the Rebels episode "Fire Across the Galaxy" where Tarkin is taking Kanan Jarrus to Mustafar which is now known to be the resident planet for Vader. Mustafar is important to Vader as he is burnt there by Obi Wan Kenobi after their duel at the end of Revenge of the Sith. This is probably to keep Vader's hatred alive. It is also important to know that this is where Vader "killed" Padmé which was the major reason why Vader turned to the dark side.
5. Bail Organa (II,CW1-6,III,RO) - Bail Organa is the adopted father Leia, the main female in the original trilogy. He is also mentioned in A New Hope to have served with Obi Wan Kenobi in the Clone Wars. In Rogue One, Bail discussing with Mon Mothma about contacting his Jedi friend, which is implied to be Obi Wan Kenobi. In Revenge of the Sith it is shown that Bail Organa is one of the founding figures of the Rebellion however he does not appear in the original trilogy. It is heavily implied that he dies during the destruction of Alderaan in A New Hope and Rogue One confirms this with Bail Organa returns home to inform his planet there will be no peace.
6. C 3P0 (I,II,CWF,CW1-4,III,R1,RO,IV,V,VI,VII) - C 3P0 along with his counterpart R2 D2 has appeared in every Star Wars film to date so it was no shock to see him in Rogue One. At the beginning of A New Hope we see C 3P0 along with R2 D2 on board the Tantive IV when it is boarded by Darth Vader. Later in the film C 3P0 mentions that he doesn't know who Leia is and that his last master was Captain Antilles. Well Rogue One explains why C 3P0 doesn't know who Princess Leia is because it shows that C 3P0 was stationed on Yavin moments before and doesn't normally serve on the Tantive IV. However earlier in the film Captain Antilles (C 3P0's former master) is informed by Bail Organa to board the Tantive IV. Later on the film C 3P0 and R2 D2 are still on Yavin. They obviously boarded Tantive IV very late.
7. R2 D2 (I,II,CWF,CW1-L,III,R1-2,RO,IV,VI,VI,VII) - R2 D2 is very important to the plot of A New Hope because he carries the plans that are obtained by Jyn Erso in Rogue One. Most of what I would say about R2 is already mentioned above with C 3P0 about how R2 boards the Tantive IV. Perhaps as Captain Antilles mentions about preparing the escape pods that he was summoned as the emergency carrier of the Death Star plans.
8 and 9. Dr Evazan and Ponda Baba (RO,IV) - The two who picked a fight with Luke in A New Hope obviously start fights often. Rogue One shows that Dr Evazan and Ponda Baba are on Jedha, moments before its destruction where they fly to Tatooine to drink their sorrows. Perhaps Evazan and Baba course problems on Jedha and that's why there wanted men there to add to their other 11 systems.
10. Captain Antilles (III,RO,IV) - Captain Antilles is seen in Revenge of the Sith to be the captain of the Tantive IV which he still owns in the events of A New Hope. Antilles and presumably Tantive IV are both residents on Yavin as Bail Organa informs Antilles of his latest mission in Rogue One. Antilles is also present during the battle of Scarif as he hands the plans directly to Leia right at the end of the film.
11. Princess Leia Organa (III,R2,RO,IV,V,VI,VII) - Nothing much to had to such a major character in the original trilogy. She is present during the battle of Scariff and for some odd reason remains on board the Tantive IV throughout the whole battle.
12. General Jan Dodanna (RO,IV) - Donnna is the lead general during the battle of Yavin that takes place at the end of A New Hope. As Yavin is featured in Rogue One there is no surprise to see Dodanna there. This film shows that Dodanna is a member of the Alliance cabinet. This fuels the fire of speculation about why we never see Dodanna again after A New Hope.
13. C1-10P (R1-3,RO) - The third character to be introduced from the animated world. Chopper is a major character in Rebels. Rogue One, which is set two years after Rebels season 2 shows Chopper on the Yavin base as well as the ghost and the mention of Hera Syndulla. Rogue One confirms that Chopper, the Ghost and Hera Syndulla all survive until the events of 0 BBY. The Battle of Scariff could well be the end of the TV Series but the Ghost is one of the few ships not to be destroyed during the batlte. This means that the TV series could continue past the events of A New Hope. The crew of the Ghost could all be different at that stage though because Rogue One only confirms that two characters are alive at the time of 0 BBY.
14 and 15. Garven Dreis and Dutch Vandor (RO,IV) - Garven Dreis and Dutch Vandor serve as Red and Gold Leader respectfully during the Battle of Yavin in A New Hope. Rogue One shows that both of these two pilots serve just moments before during the Battle of Scariff.
16. Wedge Antilles (R3,RO,IV,V,VI) - The only pilot to serve in all three major battles during the original trilogy. Wedge doesn't physically appear in Rogue One part you can here him during the battle of Scariff. As Red Squadron fights in the Battle of Scariff it is no surprise that Wedge fights during that battle.
17. Vanée (RO,VI) - Vanée is nothing more of a background character in Return of the Jedi. The Galactic Civil War serves as interesting time for Vanée. In Return of the Jedi, Vanée is one of the aides to Emperor Palpatine who seen walking out of the imperial shuttle when it arrives at the second Death Star. Rogue One shows that Vanée, member of the Imperial Ruling Council, was a former servant to Darth Vader. He obviously got a huge promotion. Vanéé joins Plagius, Vader, Palpatine, Tarkin, the Grand Inqusitor and Mace Windu on the theories to who Snoke is in The Force Awakens.
18. Hurst Romedi (RO,IV) - Romedi features in one scene in A New Hope where he is a member of the Joint Chiefs. Rogue One shows that Romedi arrives before the others for the events on the Death Star.
19. Anj Zavoc (RO,IV) - Zavoc is part of the parade at the end of A New Hope and appears on Yavin when Bail Organa leaves.
20 and 21. R4 M9 and R5 X3 (RO,VII) - These two astromechs are on the base at both D'Qar in The Force Awakens and Yavin in Rogue One. They were part of the fighting for at least 30 years.
22. Nazzo Nayteen (RO,IV) - Red Nine appears in both the battle of Scariff and the Battle of Yavin
23. Gale Torg (RO,IV) - Gale Torg escorted Jyn Erso to General Draven and Mon Mothma on Yavin in Rogue One. In A New Hope he is celebrating the destruction of the death star at the end of the film.
There are other characters who are likely in Rogue One but simply haven't been confirmed yet like Porkins, Hudson and Watto. When they are confirmed I will update this page.
